Cyr Yvon Ngoumba Koukebessenet is Advisor for Land Economics to the Permanent Secretary of the Public Procurement Management Unit and the acting Director of Cabinet at the Ministry in charge of Land Affairs and Public Domain, Republic of Congo.

Before being the advisor, he has worked as an attaché to the Land Economy for the Permanent Secretary of the unit for the transfer of public lands to the Ministry in charge of Land Affairs and the Public Domain, Republic of Congo.
